Martin’s Haven – Foster Care Network
Behind every successful foster care program are the shelters, rescue organizations, volunteers, and foster caregivers who dedicate their time, resources, and compassion to helping animals receive the care they need while awaiting permanent homes. Foster care creates opportunities for cats and dogs to experience individualized attention, develop confidence, recover from difficult circumstances, and prepare for their next chapter.
Yet maintaining a strong foster program takes more than finding temporary homes. It requires effective communication, accessible training, reliable support, meaningful relationships, and ongoing attention to the needs of the caregivers who make fostering possible.
Martin’s Haven – Foster Care Network is a program of Faith Paws Partners, Inc. dedicated to helping animal shelters and rescue organizations strengthen their existing foster care programs throughout the Washington, DC, Maryland, and Northern Virginia region.
Through collaboration, education, resource sharing, needs assessments, and foster caregiver support strategies, Martin’s Haven seeks to identify challenges, recognize successful practices, and encourage improvements that support both foster caregivers and the organizations they serve.
Our goal is to help organizations build stronger, more sustainable foster care experiences where caregivers feel informed, appreciated, supported, and connected — and where more cats and dogs can benefit from successful foster placements.
We believe strengthening the people and programs behind foster care strengthens the opportunities available to animals.

Strengthening Foster Care Programs Together
Martin’s Haven works collaboratively with animal shelters, rescue organizations, and foster caregivers to better understand what is working, where challenges exist, and what support may help improve the foster experience.
💬
Communication
Strong foster programs depend on clear, consistent communication between shelters, rescue organizations, and foster caregivers. Martin’s Haven seeks to encourage communication practices that help caregivers understand expectations, receive timely updates, ask questions, share concerns, and remain connected to the organizations supporting them.
📚
Training
Foster caregivers need accessible information and practical guidance to feel prepared for the responsibilities of fostering. Martin’s Haven aims to help organizations identify training needs, share educational resources, and strengthen opportunities for caregivers to develop confidence in animal care, behavior, socialization, and foster responsibilities.
🤝
Support
Fostering can be deeply rewarding, but caregivers may also encounter unexpected challenges, emotional demands, and situations requiring additional guidance. Martin’s Haven encourages supportive systems that help caregivers feel heard, valued, informed, and equipped with resources that can improve their experience.
✨
Retention
Experienced foster caregivers are valuable to the long-term success of shelter and rescue foster programs. Martin’s Haven focuses on identifying factors that influence whether caregivers continue fostering, including communication, training, recognition, emotional support, and overall satisfaction. Understanding these factors can help organizations develop strategies that encourage lasting caregiver engagement.
Your Experience. Your Challenges. Your Voice.
Martin’s Haven Foster Care Network Needs Assessment
Participation is voluntary. Information shared through the assessment will help Faith Paws Partners identify program development priorities and opportunities for collaboration.
A meaningful foster experience begins with preparation, trust, communication, and the understanding that caregivers should not feel alone in the responsibilities they undertake.
Foster caregivers provide far more than temporary housing. They offer stability, compassion, daily care, observation, enrichment, and opportunities for cats and dogs to develop the confidence and skills that may help them transition into permanent homes.
However, even dedicated caregivers may experience challenges that influence their decision to continue fostering. These challenges can include uncertainty about expectations, limited training, inconsistent communication, difficulty accessing support, emotional strain, or feeling that their contributions are not fully recognized.
Through Martin’s Haven, Faith Paws Partners seeks to learn from shelters, rescue organizations, and caregiver experiences to better understand these barriers and explore practical approaches that organizations can adapt to their own foster programs.
Our focus includes strengthening caregiver preparation, improving access to resources, encouraging appreciation and recognition, supporting communication, and promoting practices that help caregivers feel confident and connected.
A stronger foster experience benefits caregivers, strengthens shelter and rescue programs, and creates better opportunities for the cats and dogs depending on them.

Strengthen Foster Care Together
Meaningful improvements in foster care begin with collaboration and a willingness to listen, learn, and work toward shared solutions.
Martin’s Haven – Foster Care Network invites animal shelters, rescue organizations, foster caregivers, and animal welfare partners across the DMV to be part of a growing conversation about how existing foster programs can be strengthened.
Whether your organization has an established foster program, is working to improve caregiver support, or is seeking additional training resources and strategies, your experiences and perspectives can help shape the direction of this initiative.
Faith Paws Partners is committed to developing Martin’s Haven with an understanding of the real challenges and opportunities facing the organizations and people who make foster care possible.
Together, we can strengthen the support behind foster care and help create better experiences for the caregivers, organizations, cats, and dogs who depend on it.
